City of Windhoek Expands Services for Flood-Displaced Families at Farm 508

Windhoek — The City of Windhoek (CoW) has announced the extension of essential municipal services to Farm 508, a site where over 300 households were relocated earlier this year after severe floods devastated parts of Otjomuise.

The relocation, which aimed to provide displaced residents with a safer living environment, followed the destruction of homes caused by flash floods. In an official statement released on Friday, the City emphasized that the move was a vital intervention designed to protect the lives and dignity of the affected families.

Infrastructure and Services

Since the relocation, the City has been working in collaboration with the Khomas Regional Council and other stakeholders to establish the necessary infrastructure and services at the new site. Noteworthy progress has been made in the provision of water and sanitation facilities.

To date, two communal prepaid water taps have been installed, along with an additional tap located near the newly constructed prefabricated clinic. Furthermore, six more taps are under construction and are expected to be operational by early August. Residents can apply for prepaid water tokens at a cost of N$300 by submitting the owner's ID and structure number to the City's Human Settlements Section.

“These water facilities are designed to provide equitable and convenient access for all residents,” the municipality noted.

In addition to water supply, sanitation efforts have seen the installation of 40 Amalooloo dry toilets, with an additional 76 donated by NamPower. UNICEF has also pledged 100 more toilets for the area. To ensure proper use, the City is providing training for residents before the toilets are fully operational. Waste from these units will be treated and converted into compost, supporting environmental sustainability.

Improving Access and Road Infrastructure

Access to Farm 508 is currently facilitated via Eneas Peter Nanyemba Drive and Matshitshi Road. While the City has developed a phased plan for road upgrades, the project’s implementation is contingent on available funding. Meanwhile, the City is exploring temporary routes to improve access for emergency and municipal vehicles.

“Improved road access is crucial for efficient service delivery, and we are committed to ensuring effective movement within the area,” the CoW spokesperson stated.

Education and Health Services

The Khomas Regional Council is overseeing social services at the relocation site. On 22 April 2025, a new primary school opened at Farm 508, currently serving 372 students from pre-primary through Grade 7. Additionally, a prefabricated clinic, supported by the Ministry of Health and Social Services, is providing healthcare services as an outreach point for residents. The outreach team will return on 26 July for further medical assistance.

Land has already been secured for the development of permanent infrastructure, including a police station, additional clinics, and schools. The procurement process for the police station is underway.

“The City, alongside its partners, remains committed to supporting the residents of Farm 508 with a phased, resource-driven approach to development,” the City reaffirmed.

Challenges Persist

Despite the positive strides, many residents continue to face significant challenges. Earlier this year, over 250 homeowners displaced by the floods expressed their appreciation for the relocation but noted ongoing difficulties, particularly concerning school enrollment and transportation access.

Kenneth Auchamub, who relocated with his wife, mother, and six children from Otjomuise 7 de Laan, voiced his gratitude for the new land but pointed out the lack of nearby schools, clinics, and electricity. He also raised concerns about rising transportation costs.

Sylvia Skywer, another resident from Otjomuise 7 de Laan, praised the City's relocation efforts but expressed concern about the distance to essential services, especially for families with young children.

Taxi driver Engelhardt Kahuva raised safety concerns about the area's bushy terrain and recommended the establishment of a mobile clinic to serve the residents.

University student Aiden van Wyk highlighted the financial strain many families are under due to the increased travel distances and the economic hardships caused by the floods.

City’s Response

City spokesperson Lydia Amutenya acknowledged the challenges faced by the residents, particularly in the areas of transportation, sanitation, and electricity provision. She confirmed that plans are already underway to address these concerns and that the Khomas Regional Council, in partnership with the Education Directorate, is working to integrate displaced learners into schools in nearby areas.
